The First Court, also named the "Grand Court," is housed in a single story building that is 81.7 pings (roughly 6*6 foot) in total floor space. This court building was built at an old basketball court site in 1977. Afterward, it became the largest legal courtroom among the whole park facilities and was the special trail court by Military Law Administration, Taiwan Garrison Command. On March 18, 1980, the case of "Kaohsiung Incident," (or "Formosa Incident") which has significant meaning in Taiwan's democracy development, was tried here under a military tribunal for 9 consecutive days.
